São Tomé & Príncipe · Citizenship by Investment
A single, official fund route to a second citizenship — reviewed with you honestly, without promising a guaranteed outcome or a fixed timeline.

The São Tomé and Príncipe Citizenship by Investment programme is currently active. Programme rules, fees and eligibility are set by the authorities and are subject to change; we verify the current position for your case at assessment rather than relying on older statements.
Citizenship by Investment allows a qualifying applicant to acquire citizenship of São Tomé and Príncipe through an approved economic contribution. The legal basis is Nationality Law No. 07/2022 and Decree-Law No. 07/2025 , and the programme is administered by the CIU.
Applications cannot be filed directly by an individual. They are submitted only through a Licensed Marketing Agent — the role Caribbean Paradise performs on your behalf, preparing and presenting your case in line with the official procedure.
Government decision
Indicative range at assessment
The time to an initial government decision is shared as a realistic range for your profile — never a guaranteed date.
Post-approval document issuance
Shown separately
Issuance of citizenship documents after approval is a separate stage from the decision, and we do not promise a fixed "months to passport".
There is a single current route: a non-refundable contribution to the National Transformation Fund. Figures below are current published minimums; your exact total is confirmed at assessment.

A longer, plain-language guide to how the programme works, who it suits and what to weigh before you apply.
Our role goes beyond processing applications — we guide clients through one of the most important strategic decisions of their international life.
Our role, clearly. Caribbean Paradise acts as your Licensed Marketing Agent adviser: we prepare and present your application. The CIU is the government body that reviews and decides it. We never represent a decision as guaranteed.
"A second citizenship is a long-term decision. My role is to give you an honest, current picture so you can decide with confidence."
Yes. The programme is currently active under Nationality Law No. 07/2022 and Decree-Law No. 07/2025. Rules and fees are set by the authorities and can change, so we verify the current position for your case at assessment.
The National Transformation Fund contribution is USD 90,000 for a single applicant and USD 95,000 for a family of two to four, plus USD 5,000 per additional dependent, a USD 5,000 submission fee per application and USD 750 for citizenship documents per applicant. Advisory fees are quoted separately.
The main applicant must be at least 18, have a clean criminal record, a lawful and verifiable source of funds, complete and accurate documents, and pass due diligence. Restricted-nationality status is verified for your case rather than taken from a fixed list.
Eligible family members — a spouse or de facto partner, children, and parents and grandparents — can be included in a single application, each subject to the current official conditions, which we confirm for your specific family.
We show two separate stages — the government decision and, after approval, document issuance — as realistic indicative ranges for your profile at assessment. We do not promise a fixed “months to passport”.
It is the single current route: a one-time, non-refundable contribution to the National Transformation Fund. There is no real-estate or refundable investment option in the current programme.
The current programme has no physical residence requirement, and the process is led remotely. Passport and travel details are set out in the supplementary information, and we confirm the current position at assessment.
São Tomé and Príncipe is a member of the CPLP (Community of Portuguese Language Countries). Membership does not grant any automatic right of residence, work or citizenship in Portugal or any other country.
